No and if one did it would be completely subjective and always in flux. Just do some Google searches for a potential provider and ask others for experiences before investing too much into a provider.

Buy data center or established host. Host Amazon affiliate sites and shoe vnc’s. Make many dollars sue upstream when they null route you for the billons you are losing every day. Rinse and repeat as needed.
